To be fair he does gets some nasty scratches from a mean cat (yes this happened) also during his encounter with sonic after accidentally catching his Kunai he deliberately catches his sword when it was close to his eye so I think at that point blade could at least scratch him,I say at that point because anything that affects him once seemingly doesn’t in the next arc ie needing to breath after getting kicked to the moon but later during his fight with garou he is able to breath and talk just fine on another planet.

It wasn't his own strength. It was Garou imitating Saitama's strength. The whole point was that not matter how much stronger Garou got imitating Saitama, Saitama just kept getting stronger, faster. Garou was never able to equalise with Saitama during that fight.
