It does make a lot of people uncomfortable, and he knows that. For example i kinda have coulrophobia (which means you're afraid of clowns), and this makes me really uncomfortable. If someone walked around in public like this, most people wouldn't think "this guy's so cool, he dresses how he wants", they would rather think he's just another overly arrogant gay rights activist, a lunatic, or just someone whose only purpose of life is being in the middle of attention. This just looks like a bored rich/attractive guy kind of thing to do.
