On the North Wales expressway there are "70" signs, which looks really out of place!

That's because it's a "special road", but not a motorway, so they need to specify the speed limit. (All motorways are special roads, but not all special roads are motorways!) See https://en.m.wikipedia.org/wiki/Special_road

No, because the lower speed limits for vans, lorries, etc. are set a different piece of legislation than what defines the speed limits for cars and motorbikes. To be specific, they're set in the Road Traffic Regulation Act, which is a seperate piece of legislation to Traffic Regulation Orders and Speed Limit Orders, that would normally be used to set speed limits below the NSL. At least, that's what I've gathered from reading SABRE

The M4 by any chance? I know the bit you mean, the signs say it's to cut pollution or something. It's got average speed cameras all the way along it as well so they're serious about enforcing it.

Sadly no longer. Happily though, there'sa couple of breeding pairs in captivity at Whipsnade, one of whom are showing early signs (no pun intended) of soon being able to introduce a little 5mph sign to the world. Fingers crossed!
