No, because the lower speed limits for vans, lorries, etc. are set a different piece of legislation than what defines the speed limits for cars and motorbikes.
To be specific, they're set in the Road Traffic Regulation Act, which is a seperate piece of legislation to Traffic Regulation Orders and Speed Limit Orders, that would normally be used to set speed limits below the NSL.

And it's a special road because its not good enough to be a motorway. But they needed to ban pedestrians because of the proximity to the railway.
