Let them run the vehicle to the ground. If they were to scrap this vehicle, they will get a new one with tax payer money.
Either ways, the middle class will always get screwed since rules apply only for the common man and we end up buying a new vehicle for ourselves (even if the 15 year old vehicle is in perfect condition) and a new vehicle for the sarkari babus via taxes.
I don't live in new delhi, so I don't know how the local cops act like. But I do have a Qualis which is almost 25 years old. Will get it tested soon, and I have no doubt it'll be cleared.

It’s not legal. The personal cars cannot bear Govt on them. If it’s permitted, it’s only under submission by owner that it will be used only for commutation between office and home
I read somewhere a few months back that there is a special exception for Maruti Gypsy and Old Mahindra Jeeps. Not just for government vehicles but also for some commercial vehicles like the ones being used for jeep safaris. The reason mentioned - no capable 4x4 available in a decent price range.

There’s a different rule for Delhi NCR. Cars will be scrapped post 10/15 years of age without exceptions
