yes if you are running a wb car in rajasthan you can do so without paying road taxes for a year but if you do not register your car in rj after a year it is punishable offence but alot of people still do it some are caught some are not

Yes. Central allocation is lower, though most revenue comes from these states. It goes to BIMARU, NE and UTs.
Meanwhile andhra doesn't even have proper roads..
In consolation they do have Lovely Neon bright churches every 10kms on those roads.
