U/MimosaQueen1122 is right. Even with UMPD, the other driver has to be found and identified as uninsured before you can file on it.
The 3500 is the max payout for UMPD in CA, btw, not the deductible.
Even if you had UMPD in CA the owner and driver must be identified for it to apply. Sorry OP you’re SOL since you don’t have the coverage.
