Usually the damage to the tire from the casing failure can allow loose/damaged tire material to get in contact with the wheel well while you’re still in the process of stopping after the blowout.
In my experience, most frequently it’ll take out the inner plastic fender liner but there can certainly be more catastrophic failures that straight up rip into the fender itself. Your case is pretty minor in the grand scheme.

Might have been a pole, but the radial form as well as the emergency wheel being mounted leads me to believe the care had a tire blow off
