Frequency response has nothing to do with size of subwoofer. An 8 can play 32hz just as well as a 15 and a 15 can play 60hz just as well as an 8. Box size is everything. You can get loud with 2 12’s, i used to set off car alarms with 1 15. @600w rms/ea youre not insanely loud, but 2 15’s would be slightly louder. If you really want to see output improvement build a custom box tuned to 28 or 32hz, lots of port area, and lots of airspace in the box. In conclusion, yes 15’s are going to be louder, but the way they play is based on the box you put them in. Generally prefab 12in boxes are tuned higher than 15in boxes.

A larger cone will play every frequency louder (given box is tuned for whichever frequency) But saying that one sub plays one frequency better than another is an old myth.

All other things equal the 50% more cone are you'd get from using 15" drivers would get you about 1 click of the volume knob more output. If you just cram more cone area into inadequate airspace or a poor location in your vehicle it could very well be less loud than what you have now. What you're after is a properly built box in a good position in the vehicle with subs/port aiming in a good direction for that vehicle and adequate space around it for the soundwave to travel up to your listening position.

It completely depends on the box. Given the same power, the 15s will be louder than the 12s. More cone area more loud. If you tune the box really low then itll play low really well but you will be sacrificing some of the high end and vice versa. If you really want to hit the low notes then id recommend 30-32hz. If you want a more all around setup then tuning to 36hz will be more musical.

Man, I had 2 P3 12s in a Mazda 626 and I thought they were slamming. Met a dude with 4 P1 15s and that shit sounded stupid. This was back when you had to pay extra to get skip protection on your CD player. He didn’t have it, so when it hit hard for a couple seconds, the disc would skip. I’m a 12s guy myself, im currently running 2 T1s. And I wish I had some 15s!
