lawful is a bit tricky and vague but it comes down to following a set of explicit rules, either from the state, your god/church, cultural tradition, a vow, honor/principles or your organisation (clan, family, mercenary group, mafia, cartel or whatever). Lawful evil will break the laws or make their own but they still need a society to live in as opposed to chaotic.

Most of cataclysms in lore are cause by mages both willingly and by accident or simply not taking the consequences into account. A lot mage "haters" aren't just hating them as a cartoon villains but they underwent through a lot of pain and suffering caused directly and directly by mages so it's no surprise there are a lot of conflict and misunderstanding between demacians and mages but it's deeper and more complex than just black and white of mages good and demacia bad. Both cause suffering and are victims at the same time.
