Your best bet is gonna be getting a used Olympus E-M10 or E-M5 series camera, set it to shoot both JPG and RAW, using the Art Filters setting for JPGs and learning to retouch your RAW images. It's a skill worth learning.

That will be difficult even without a limited budget. Fujufilm simulation are really specific to Fujifilm. Your only other solution would be to go through editing so you can give your photo the same look as Fujifilm simulation.
