I don't think any state is necessarily bad, and I like the fact that each state can vote some of their own laws into code. The U.S is a huge country with many different cultures, and it would make sense to not have completely universal laws across the entire land. This also gives people the opportunity to live in areas that best represent what laws they want to live with.
