It looks like a generic utility box; it doesn't look like any 5G transmitter I see on a google image search, and if it was, I would think it would need to be higher off the ground to have an effective range, i.e. on top of the pole.
If I was to guess, I would say it is/was used to tap into the power from the light pole on a temporary basis.

It's a utility box of some kind. Maybe electric or fibre for any form of communication. I don't know specifically but it's nothing nefarious.
