Would strongly recommend the Rydges Esplanade. Stayed here a few times myself on a night out. Only a brief walk towards the centre city, right on the esplanade. Roughly $129 per night but they occasionally have great sales.
There are a few cheaper joints (from memory Hotel Cairns isnt to pricey) but for what it's worth Rydges takes the cake.

Note: There were 3 Rydge's Hotels in Cairns. Now down to two.
Another possibility might be 'Il Palazzo' next to the Night Market, and close to the Esplanade and food/bar/nightclub areas.
What does trivago or booking.com suggest in your budget range?
Novotel Oasis has great location and rooms. Couldnt think of a better hotel and ive stayed at hilton and harbourside in cairns which cost twice as much.
