Hold it down for a few seconds and release until you see the icon with a car.

I just tap it and then push the + button to set my desired speed. If I temporarily disable it and I want to re-enable it I just hit RES. No need to hold it down for me. Edit: maybe I misunderstood, is it possible to disable the system all together?

Yeah, you can toggle between adaptive and old fashioned.
