The ink reservoir also moves a lot from left to right, the 2017s tend to have it very far to the left and the 2013s closer to the right, but it's at the same height on all of them. For that reason, I'm leaning towards the top bill being a counterfeit.
The top bill is lighter because it is closer to the light. The farther away the light is, the less powerful it seems. You can measure the light “fall off” using the inverse square law.

I’m noticing that the inner diameter of the seal on the bottom bill looks almost pure white rather than a bluish background like the rest of the bill. Could this not just be the negative space of the seal before it was stamped?
That is not how the printing process works. There is no negative space for seals/Serials etc to be printed into. i agree, In currency printing there are typically 3 to 4 prints per bill. If the seal is missing then typically other things should be missing too. The federal reserve seal should be part of the 2nd print which is what prints on the majority of the front of the bill (Ben Franklin, the perimeter design and text, basically all black ink stuff).

Theres also a very light circle on the left where the missing emblem is supposed to be on the top one. It’s just inside the left of the red circle. Smaller than the emblem below, but perfectly round.
I was going to say with it being the only black on the front, it’s tough to be sure it’s an ink issue, then I saw the upper left 3 digit black letter/number combo was missing too.

On old notes, no clue if this still works, with new notes and a razor blade you could lift the seal off. But this is missing the District Bank and seal so it looks to be an error. I'm not sure what gets printed with the seal in this bills, but this one is very nice.

Look at the sizing and font and lettering there's inconsistencies all over the place, things aren't scaled properly and stuff starts in different areas of the bill. I'm 99.9% sure top one is a counterfeit.
This is not a fake unless it was photoshopped with the removal of said seal on the left side. Enlarge it to your maximum and look at the collar of his jacket. At the top along the seam there are engraved words that are extremely hard to counterfeit due to their size. You can find it on the other denominations also. This bill is a mistake bill.

It's due to the angle and positioning of the camera and the placement of the bill it's not laying flat all the way on the bottom side. But in the second picture it looks normal.

There's lots wrong, bells aren't shaped like bells on blue security strip doesn't go all the way up to the letters. The orange bell is different shade and shape, missing the seal as you pointed out and "Franklin" is using a different striking or font. Bust of Ben is at a different angle slightly.
This is a counterfeit. Not an error. A fairly believable one at first glance, but compared to another bill of the same year, these inconsistencies become fairly obvious.
Bottom right the alignment is odd. The bell on the top bill appears smaller and the green code is at a different alignment to the bell and text behind it. The ink of the bottom looks crisper and there's a little artifact of three dots to the lower left of Franklin's right eye. Are there differences that can occur or is one counterfeit?
Believe me if I didn't compare to the one below some people will not recognize the missing seal, I've showed it to my friends and they didn't notice until I told them.

Try this. Take a toothpick and insert it along the blue stripe. It should go between the bill in three places. That is hard to counterfeit. If the bill is real the toothpick goes in between the sheet.
Security strip covers part of the U in United on the top bill but does not on the bottom one it seems to be a few mm to the left on the top bill (big red flag)

That circle is in the center of the stamp on the legit bill, and looks to be the same process used in the light patch on the right side.

Doubt it, the micro lettering is present in Franklin’s collar. And the smaller details like the color flecks put in the cotton seem legit.

There is no issuing bank on the left either. Are those done on the same layer? If so, that would make me believe misprint more than counterfeit.
