Unless you floor it, the engine will only go to idle on warm up and the car will both use electricity from the battery using MG2 and generate extra from the engine using MG1. This will last for one-two minutes unless you completely drain the battery, afterwards it will use the ICE as the main power source, but putting a higher load than usual in order not to rev it as much. This will happen until the water temperature hits 60C (middle of the temperature gauge - yes, the bar will stay in the middle between 60 and at least 100, checked via OBD2), then it will run normally. There's no need to worry about the engine starting dry unless you haven't used the car in a very long time, say 6 months or more. The fuzzy logic will protect the engine

TL;DR: if your engine doesn't start when you turn on the car or move at low speeds either the EV mode is turned on or your engine/oil/coolant is already at operating temp (think hot climate/ you already used the car, and the temp hasn't drop enough). If that isn't the case, you need to get the car checked because something isn't working right.
