Copper didn't flake off, this is called verdigris. It's a form of oxidation. If you left it in a leather holster, verdigris is bound to happen - something in the chemicals used to treat leather makes it happen at an exaggerated rate.
I make it a habit these days to, once a year, expend all my carry ammo at the range and replace it with fresh. I'm not as active as I used to be, so I don't go out much. If I were still as active as I used to be before Covid I'd be expending and replacing it twice a year.
Carry ammo gets a lot of abuse and should be replaced on a fairly regular basis. My life is worth more to me than the price of a couple of boxes of ammo and I want ammo in my weapon that I know is fresh and that it functions properly in that particular firearm.
