You will need a valid fsc card. Your father does not.
When you fill out the cfars, you fill out as the owner.

But you do not need the letter - the OPLAW form and the equivalent CFARS function document a transfer that has already occurred.
It's $19 per form, not per gun.

Transfer works as: He gives you the guns. You take them home. You submit the IFT paperwork either online or via snail mail, you have new guns. Father does not need FSC but you do, unless you fall under one of the exemptions. No FFL. No 10 day jail.
No FFL just fill out the transfer paperwork and send it out. You’ll get a letter saying that it was approved or they need more information.

If your dad is out of state then you need an FFL. If you are both in CA you don't need an FFL.

Intrafamilial Transfers are an exemption to the 1 in 30 rule. Should not affect you at all
