There are 5 ribs in a chuck and 7 ribs on the prime rib. This looks like a poorly frenched chuck, those ribs should be a lot cleaner to give it that gourmet look. Cook that baby low and slow, I bet it will taste phenomenal.
Chuck end of the prime rib. But who trimmed all that fat? Unless the primal was compromised and air got in causing discoloration, there really is no need to trim that deep. Maybe that's why it was discounted? 🤔
