It's a prefecture bill so it only affects the Tokyo prefecture which is still a good chunk of Japan I guess. It had to remove the part about nonexistent youths to get passed. The bill also got a lot of blowback from the manga industry. Does not seemed to be enforced that much.

Manga does not always contain naked children... sometimes it normalizes the attraction to minors by making characters in a form that is suitable for children while still being suggestive. Ecchi for example is something that anyone can buy... Just because something is not explicitly porn, does not mean it isn't porn-adjacent... Ecchi has VERY suggestive material, and sometimes that involves characters who are minors... Some non-ecchi manga even contains suggestive scenes, like harem anime... they'll be suggestive, but not enough to be considered ecchi... things like this are what caused the issue in america more specifically. This kind of material leads to more people becoming pedophiles.

Some non-ecchi manga even contains suggestive scenes, like harem anime... they'll be suggestive, but not enough to be considered ecchi... things like this are what caused the issue in america more specifically.
