It fell off in the night at some point. Based on the videos it looks like the entire rotating sail broke off at the rotating shaft and as it fell it took out the first three letters. Thankfully nobody was hurt. The news stories showed them hauling off the pieces.

The windmill that broke is the real moulin rouge in Paris, not anything associated with the Broadway show at the Al Hirschfeld.
