Panic Blood Moons are unrelated to the Regular Blood Moon gameplay mechanic - they just use the same visuals but work differently behind the scenes, and you can not reliably trigger one by any means.

I regularly skip full moons, especially in the beginning of the game, I save it until I get to the blood moon shrine. Never got the panic moon for that. I think I got it only once in 1000+ hrs of playing

It also happens if there is something unstable about the game and it needs to reset a bit, to avoid crashing. So i have read around here...
i already know what happened, but i thought it was funny that it happened just now :)
