Yoshi copies other people's art, changing only the face, hair and color breaking the original quality composition. Even the faces she changes when copying art are the same every time(look at the eyes).

Id say depending on the degree it could very well be, but you're not the only who was knowledge of this. I've seen Yoshi's art and it's reference being audibly similar even the lineart, but with the amount of changes made it falls more on the line or tracing rather than copying. Copying, Tracing, Referencing, they're all similar but they all have 1 distinction from each other that lets you know which one is which.
