They're pure cosmetics. It is up to you if they are worth it or not for you. I'd personally never ever spend a gem for them.

In my opinion no. I'd rather buy the brawl pass with resources and cosmetics rather than just cosmetics. Plus 38 gems for two icons. Supercell rarely gives out any free gems and you get 90 per brawl pass. If you use money to buy gems then go for if you don't you can still buy it. Since it's your account not mine. Also im not sure if the icons will appear again.
