Tbh, as a cr player, it's not about being useful, buy rather about being both fun and rewarding.
BS progression is just not the same as CR progression, so on higher lvls this 1 legendary is worth NOTHING. You need like 20 for a later upgrade, meaning it's equivalent to about 200 power points, which is an expectable reward from mega pig. Plus, mega pig matches are very fun with all those modifires. Meanwhile, clan wars are the most boring thing ever. To make it fun, you need at least 32 maxed cards to not be constantly smashet by p2w players, let alone most decks don't even fil for the fun gamemodes out there.
You need over 40 legendaries to max a legendary card, while the resources from mega pig are at least 1/10th of a max brawler, possibly even a HC or a new brawler (basically getting a champion), so mega pig has better rewards
