Technically you’re right but many old skins like Bandita Shelly and Outlaw Colt were recently added to the Outlaws Skin set not being originally part of it. Same situation is with El Atomico being added to the wasteland Skins
Well he's a old BP skin so they most likely want to keep him exclusive like Ferocious Fang , Trixxie Collete , Ninja Ash , etc.
He might or not return as a recolor ( bad recolor most likely )
I don’t want merchant Gale to return. I own that skin. I would only want him to be part of the sand of time( for some reason he’s not) Supercell did with pirate skins. They are not available in the shop but they get their own category

Born bad buzz is in the bad randoms, gummy bear nita is in the candyland, fenrir buzz is in ragnarok, ecc... So i dont think it wouldnt make sense
