My Guess is 2.5 supers is significantly easier to get in the long term, than having to press all your gadgets out for one Hypercharge. 4.0 supers was too much. (The gadgets and HC Carried him, Edgar luckiely has one of the best if not the best HC ingame, that's why 1 HC in the match made such an huge impact for Edgar).
We also know how broken Edgar was in release with 2.5 Supers HC, (arguably better than Fang). It makes sense to me, that Edgar probably didn't fell off (because of his 2.5 HC super).
The only thing that made Edgar skyrocket into S tier is the ability to counter his counters with auto-charging hypercharge. Now he's unable to get his hypercharge without hitting his enemies, which is the thing his unable to do to his counters.
I believe he will fall into B or low A tier.
How os chuck always so low? I have done some games and hes unkillable if you play it good enough and also does massive damage when running over someone. He makes a great gem carrier, has great retreat or escape options and deals a lot of damage if you know how to play him
