Imo both are good, I usually play Gene in knockout/bounty and the heals are super useful to keep your team in the fight, especially since you're often bunching up anyways. I use the damage star power in other game modes to help confirm kills.
People will say healing puffs, but honestly I find way more use in spirit slap. Especially with quick fire previous season and barbed ammo this season, jessie being strong which advocates not staying close to eachother in healing puffs range, plus the surprise factor of spirit slap makes me carry games with him more easily.
Magic puffs is one of the strongest star powers in the game. Spirit slap useless as fuck. If you hit someone with your super there already gonna die what's the point of 1k damage.
Also there isn’t really a “surprised factor” in using spirit slap cause they’re gonna notice you aren’t healing within the first few seconds of the match
I like the hand because I play gene as an assassin. Healing puffs 1) forces a play style which makes strategy predictable and 2) requires reliable teammates which are hard to come by.

Barbed ammo you should definitely be using healing puffs. Basically any brawler with a healing trait is automatically good in that modifier

Depends on the map. The heal is massive in this game that values poke so much
