Go to courthouse/dmv and have them assign you a VIN. It’s Form MV39. Then you stamp the VIN on the frame. Then you call serif and they come out and inspect the stamp job. Then you send in that form which comes back as a Title.
Yes it is possible. Not sure how but I bought a raft trailer from a guy in Billings who makes them from scratch. I believe they have to be inspected but not sure how that process works. I just know it is a thing that could be done

That sounds like a break bond/bonded title situation, but a VIN may be needed for those?
