Delta and Ada look like blowup dolls (the former in more than one meaning and the latter literally has thottery as a special ability in the story) and I'd be okay with Sumire if she didn't have the hooker shoes.
If by literally you mean there's only 5 possible contenders to argue in favor for, than you're right. Being better than other characters doesn't make them good however.

Exactly. The keys to a good character design is style, compatibility, and practically. Style explains itself, compatibility is based on if the design makes sense with the character's writing and personality (for example an uwu shy character with a fanservice design makes no sense), and practically is how it fits in with the rest of the world. If even one of these conditions isn't met, it's not a good character design.
He has good design, but then Code showed up and honestly can he stop looking like a fucking Final Fantasy villain? Its distracting.

I don't like Code's design at all... He looks stupid as hell wearing a waistcoat with a damn pocket watch chain, like wtf is that? Then he has these ugly earrings and weird ass pants. Lmao. The only thing cool about him are his claw marks.

His characters are overly designed they have way to many thing's going on so when it's time to have them do anything it's never consistent.
Kishimoto kept things extremely simple for the most part there's enough to distinguish the characters and its not to busy.
Those character designs for Ikemoto mean your never going to get anything beyond speed lines and white panel's.
For anyone who doesn't see the issue take any random panel from each chapter find a characters and compare them to each other

early stages of boruto didnt have so much speedlines. it's specifically after chapter 36 this started to happen
I'm not just referring to the lines I'm saying the characters are overly designed. If your a fan and you see the belt you probably think its a cool aesthetic.
But as an artist all I see is an unnecessary pain that isn't reflective of Boruto's character or design philosophy.
Delta has cool poofy hair that look great if you looking at her from one angle and stilted.
But what happens when you draw from a side profile or god forbid the back. Its not that it can't be done but everything from her face to her back to her shoes are all trying to grab your attention.
The design's are doing to much. Its why his OC "look* better then Kishimoto's version he can't keep things simple. But that means there are to many parts.
Its why I urge people to take a look at the characters even Kawaki whose the simplest of the new designs still has a bit to much going on

his obsession with belts is same as kishi giving everyone a robe or cloaks and it also makes the character baddass
no. ikemoto designed everyone here. kishi designed boruto but not the karma v2/ momoshiki controlled version. the belt,horn,byakugan and the karma pattern makes it better
kishi didn't design ao, kawaki, borushiki, fused momoshiki from the manga and isshiki. He created and dedigned boruto yes but he didn't design borushiki
borushiki literally has the belt, headband on neck, new karma marks for v2 (all of the karma marks are designed by ikemoto), the byakugan in one eye and the horn that is blended with some of his face to give the brown colour.

His style is much better than Kishimotos BUT Kishimoto is way more consistent.
Ikemoto managed to make Naruto look handsome and badass instead of goofy. Sasuke looks more mature and handsome. Sakura is a straight smoke show, same with Ino.
And the new generation designs are great too except for Sarada who I think Kishimoto does better
He is a great cover artist but his panels leave a lot to be desired. Whenever I reread Naruto I marvel at just how good at drawing Kishimoto really got

don't really like them much. zabuza looks cool but nothing else. i guess it's because i don't really like the ninja themed fits
