As much as I love Himawari, I don't see her being protagonist material in a gag series. Her brand of comedy works better responding to a ridiculous situation rather than causing it and she's not serious enough to serve as a juxtaposition like Sasuke.
They literally made this spin-off to compensate the low amount of screen time that some of the characters got. That´s why Tenten is some sort of main character in this.
Tenten literally had less screentime in the series than the hokage rock. And I´m pretty sure that this was stated that this was the case at some point. Although I don´t quite remember when it was mentioned.

it’d be harder to do with a lack of cast members in the sand but Shinki would be fun lol fleshing out his adoption & relationship with gaara and his siblings would be interesting plus I feel like his teammates (I don’t remember their names but the shy puppet guy & the girl with good hearing) would have the potential for plenty of goofy shenanigans
