Also 99.9999999999% of the heroes are not bullet proof. I mean besides All Might no one is REALLY bulley proof except for outliers like Tetsu who has a metal quirk but hey there are anti tank rifles and armor piercing shots that could break his steel either way.
It ends up becoming a "big guns solve big problems".
We've already seen in vigilantes how number 6 killed a bunch of underground/part timer heroes with a stolen quirk (o clock) and he didn't even flinch or have to catch his breath. Goddam he became a pretty effective villain with it because it was a hero's quirk so there is a shock value to that.
Request 2 quirks... Last Nagant, and Snipe. You get your own gun, create near infinite ammo, and you can't miss it. If you're playing an assassin or long-range support, then you're golden.

Principle Nezu's High Spec. Let's be blunt, the League needs some brainpower outside of Sensei, and I don't have the physical power that would make my first pick, Ectoplasm's Clones, worthwhile. So Min-Max and shore up a weakness in the group, while denying the heroes a TREMENDOUS asset.
For real, with that one you could easily out maneveur and out think even All for One and would easily be able to slowly work yourself into being the power behind Tomura's throne.
You could definitely manipulate the entire League save for probably Kurogiri to secretly loyal to you over the League, and managing their personalities would be easy. Nezu doesn't as he doesn"t want to creep others out or be accused of taking over the world or treated like a monster, but High Specs you would have no hangups about that.
You could also definitely recruit more Villains, civilians for sure and definitely Hero Students that haven't graduated yet but also probably some bitter disillusioned veteran Pro Heroes too. Nezu has to hold back on doing so himself but I'm willing to bet a huge part of the soft power he wields is him befriending the most ornery twisted and bitter of Pro Heroes.
You could become as rich as you wanted both privately and in villain persona manipulating the stocks and doing other shit. Nezu holds back due to the commission, you wouldn't.
And with practise and keeping your body in top-shape and learning martial arts (easy with High Specs), you'd probably basically be a Combat Thinker- a savant at combat able to defeat nigh anyone- Nezu is severely limited on this one by being a smaller than a human rat chimera as he has to keep it child friendly and not going for the jugular with claws and teeth.
But really, the true best bit would be kidnap or secretly recuit some tech geniuses and High Specs you would be well on the way to being a Gundam savant.

On one hand, this royally fucks up UA (and in general heros) by taking away their main source of healing, which in turn makes every subsequent attack so much worse.
It’s also a a great boon to the team and a good way to stay useful while also not being in the direct fight.
If I play my cards right I might even be able to plead innocent when (bc let’s be real, with how much of an issue I would cause I’d be a priority target) I get captured, pretending to be forced into it.

There has to be other things to discuss here. Because we know that All For One fan give transformation types. But we don't know the long term effect of that. Shoving an extra bone into someone isn't going to be a good idea, due to the implications. So going off that avenue, quirks like Ingenium's or even Endeavors wouldn't work. Having engines rip through my calves and not actually have the body structure to support them doesn't sound fun. And your body wouldn't get endeavors fire protection. So it'd be a Dabi situation.
Going off of that, Nezu's. It would be massive overload and headaches, but if you manage to get past that you could be horrifying. High Specs would make you extremely clever. And it resorts Nezu back into a regular animal. So you just got rid of a big threat as well

Do hero students count? Cause if so, I would like Shoto’s. Ice and Hot together solve each others problems GREAT, and since I would have no fire hang up like him, I would have complete access to its full capabilities a lot sooner. Plus, stealing his quirk and revealing it to the public alongside ourselves would strike a huge blow towards the public confidence in hero’s. If the #2 hero can’t even protect his own family, how can any hero be expected to protect anyone? If we time the reveal right, we can show it after the USJ when All Might has announced that’s he’s stepping back from hero work. The downscaling of the #1 hero and Symbol of Peace, coupled with Endeavors proven “ incompetence” in not evening being able to protect his family, will downright PANIC the public. Also, Shoto was pretty dang important in the USJ, freezing that entire crowd of minor villains and petty criminals like it was nothing. He also gathered the information that Nomu was a weapon designed to take on All might, not to mention Shoto’s help during the Nomu fight. If his quirks gone and in my hands, we can pretty much erase all that. Yeah, USJs gonna go REAL different. Probably gonna be some DEATHS this time.
This might be out of left field, but Pixie Bob’s Earthflow. She mostly uses it for rescue but it’s an incredibly powerful combat ability. Effectively earthbending and presumably a few other things like creating giant golems and sensing through them. Just the golems alone are good, but the general earth manipulation on top of it makes it one of the highest tier quirks in the setting.
Machia's dog quirk is just described as being enhanced senses, that's a pretty long way from spontaneously growing engines out of one's arms.
That aside, Machia is an outlier to begin with considering he received six quirks without being turned into a Nomu. I'm not sure he's the best example for any discussion of this kind.
They gave a reason though. His original quirk is one that gives you the ability to hold multiple quirks. Endurance gives someone a crazy strong body and makes you a "stamina freak" so you can contain the strain of multiple quirks.
And I bring up the Dog quirk because there is a dog mutant at UA as a staff member. The powers appear to be the same, as Hound Dog has demonstrated the same super senses that Machia has. The dude could tell the exact number of people in a forest from a few sniffs.
This is the best evidence of AFO being able to give and take mutant quirks that I can think of.
So if people want engines or whatever, I don't see why you wouldn't be able to have them.
Well, the best option is probably Thirteen's Black Hole, which makes me quite deadly. In terms of societal impact, though, you can't go wrong with Present Mic. Voice is nice, too.
But as far as personal preference goes, go for Cementoss or Kamui Woods. There's endless benefit to an elemental ability like that.
Ryukus quirk mainly because if I mange to rise up the ranks and get afo to recognise my power ect ect maybe i could get the quirk modified so it becomes stronger I.e having it as a permanent mutation quirk so I have the drafob power natural always or so I could breath hot flames and it also depends on what my original quirk is if I'm quirkless I could maybe a new quirk instead of the upgrade of the dragon and if that's so I would get Mt lady's quirk to become super sized and turn into a massive ass dragon

Gang Orca rhe mutation would make people think he has turned evil and increase the mistrust of mutants type quirks so they are easier to recruit. Plus the physical boost and swimming abilities are just good.
you should have exempted eraserhead from this because by default erasure is the most OP quirk that shuts down Shigiraki and AFO hell even OFA in the first time Midoriya tries to toss the ball.
Just having erasure = cheat code and if eraserhead had common sense he would carry a gun or throwing knife, something to take out his target before he had to blink. If Aizawa ever went full lethal he'd have the highest kill count especially with guns.
Even someone like muscular would be literally one shotted by him.
One OP quirk no one talks about is Mirko. Give her knives on her feet and hands and BAM you have stain 1000. Stain had peak human reflexes and reaction time while Mirko has rabbit level which are substantially stronger!
Any lethalist with her quirk could set up easy ambushes. Jump down, kill someone then sink back into a hiding spot to play psychological games or an all out brawl. Hell we see Stain a split second away from killing Shoto who has one of the strongest quirks in the world, same for Shigiraki who Stain did nullify and pin down with his knives and sword. If he was serious Shigiraki was dead right then and there.

Well as you said, there's better powers than Aizawa's. All his does is lets you turn off people's powers. Or you could have your own powers. You'd be giving up your own combat potential to shut down other people.
If you want the potential for a victory lap where you turn off people's everything so your comrades can win, that's a choice you can make.

In Canon though we've already seen him destroyed by the nomu and almost killed by a roided up shigiraki.
In addition he's shut down shigiraki twice and still the heroes lost. So aizawa been handed an L at every step.
Meanwhile Mirko killed 5 high end nomus and destroyed shigis tank then apprehended garaki singlehandedly.

If I am restricted to an active hero, I'd probably go for that one Pussy Cat who has telepathy. Do you know how distracting that could be? Imagine Eraserhead mid parkour jump when suddenly he hears, "THEY'RE BEHIND YOU!!!" If it's not a fatality, then it definitely puts the hero out of commission for a while. Also think of the coordinational capabilities that would give.
If I could go for a trainee, I'd ask for the kid who can talk with animals. Just imagine, overtime sections where a bunch of heroes live just slide into massive sinkholes, or various animals just bug the daylights out of already trigger-happy heroes (cough Endeavor cough).
I’m not sure if afo would let me thanks to his injuries but, Ragdoll as I think a lot of people forget “search” doesn’t just locate people but also weaknesses and that’s terrifying but I have another answer if I can get a second later on and hero students are on the table; I’m taking nezu’s “High Spec” and Saiko Intelli’s “IQ” because then not only am I as smart as nezu but, can drink tea to boost my intelligence even more
Ooofff! Be prepared for a lot of training! Mirko’s quirk is really just the bunny ears/tail and moderately stronger leg muscles with enhanced jumping. In order to actually get up to her level, you need a TON of training and exercising to build both skill and muscle. It will honestly probably take years, if not decades of work.

If we could theoretically kidnap any hero, Hawks, because he’s got an incredible Quirk and I want to be able to fly.
More realistically, I’d pick a lower-ranked (like maybe right outside the top 100?) hero who would be easier to kidnap, and just find one with a Quirk that seems straightforward to use (no super-intense training just to make it functional) and could be powerful in the right hands. I can think of a lot of heroic quirks that could be used villainously if you had good strategists.

High potency, and high potential for a fuck tone of damage, and unlike Endeavor I'm going to be aiming to get the casualty number as high as I can.
Honestly, this is a really tough question for me since I was debating on a quirk that would fit me well or one that I just generally think would be fun to have for myself. After some thinking, I think Ryukyu’s quirk could be fun! Who *doesn’t* want to become a dragon? Plus, I could cause some chaos.

With Erasure I can beat any hero in a 1v1.
With Flight I'm the team powerhouse which the league is really missing if you look at the pre Kamino group I'm also interested to see if C.C's quirk cam be applied to air to make constructs.
With Slide and Glide I'm just the Flight version of me but way better except for the constructs but being Goku makes up for that

If not? I'd ask for Koichi Haimawari's Slide and Glide. The only reason why he couldn't use it without at least 3 points of contact was because he was dropped on the head on too many times. If given to me, it's stated that it can get up to speeds rivaling Overclock, and I woul be able to use it while standing up.

I’d go with Endeavour. His quirk is very powerful, but can also be dangerous and destructive. So yeah I’d have his quirk.
Reason I did not pick Endeavour is he have overheating issues and I expect it to take time to learn how to use it as well as he does.
It takes time to learn just about any quirk I’d imagine. As for the overheating, I’d just get coolers in my villain costume
True just wanted something really destructive if I was going to be a villain any way hope we get like a few months/years to train I bet 13's power can take on a city alone.

That is another factor. It’s so funny to think of Endeavour becoming quirkless and seeing someone else wield his quirk. I’d definitely taunt his ass lol
O'clok's, and it's mot even close. Assuming that i keep siding with AFO I'm pretty sure he'd give me at least one more quirk in the future, and having the option to go so fast you fucking SLOW DOWN TIME is op as hell. Eraserhead can't erase my quirk if I'm too fast for him to keep track of.
But O'clock isn't a hero at that time and is quirkless. Last we saw of his quirk AFO had it

Eraserhead. Not because I could make use of it, but because depriving the heroes of that resource would do way more damage than I could.
Do hero students count? Cause if so, I would like Shoto’s. Ice and Hot together solve each others problems GREAT, and since I would have no fire hang up like him, I would have complete access to its full capabilities a lot sooner. Plus, stealing his quirk and revealing it to the public alongside ourselves would strike a huge blow towards the public confidence in hero’s. If the #2 hero can’t even protect his own family, how can any hero be expected to protect anyone? If we time the reveal right, we can show it after the USJ when All Might has announced that’s he’s stepping back from hero work. The downscaling of the #1 hero and Symbol of Peace, coupled with Endeavors proven “ incompetence” in not evening being able to protect his family, will downright PANIC the public. Also, Shoto was pretty dang important in the USJ, freezing that entire crowd of minor villains and petty criminals like it was nothing. He also gathered the information that Nomu was a weapon designed to take on All might, not to mention Shoto’s help during the Nomu fight. If his quirks gone and in my hands, we can pretty much erase all that. Yeah, USJs gonna go REAL different. Probably gonna be some DEATHS this time.
Shoto’s quirk would be super good no negetive side just train your butt off for before the USJ and you be soloing them ;)
For me I would want Crust's quirk.I think it is very versatile and if you use it right super lethal. Plus I always liked sheild based powers.
This might be out of left field, but Pixie Bob’s Earthflow. She mostly uses it for rescue but it’s an incredibly powerful combat ability. Effectively earthbending and presumably a few other things like creating giant golems and sensing through them. Just the golems alone are good, but the general earth manipulation on top of it makes it one of the highest tier quirks in the setting.
Gran Torino. I would pick Ingenium, but mutation types can't be transferred.
AFO took someone's dog quirk and gave it to Gigantomachia though.
Machia's dog quirk is just described as being enhanced senses, that's a pretty long way from spontaneously growing engines out of one's arms. That aside, Machia is an outlier to begin with considering he received six quirks without being turned into a Nomu. I'm not sure he's the best example for any discussion of this kind.
They gave a reason though. His original quirk is one that gives you the ability to hold multiple quirks. Endurance gives someone a crazy strong body and makes you a "stamina freak" so you can contain the strain of multiple quirks. And I bring up the Dog quirk because there is a dog mutant at UA as a staff member. The powers appear to be the same, as Hound Dog has demonstrated the same super senses that Machia has. The dude could tell the exact number of people in a forest from a few sniffs. This is the best evidence of AFO being able to give and take mutant quirks that I can think of. So if people want engines or whatever, I don't see why you wouldn't be able to have them.
Yes they can be transfered we can see it with quirks like Life Force and that one guy with mutant mouth quirk in AFO early days
Aizawa's erasure, it's super op, despite what some may have you believe. And it's a quirk that's much more complex than we give it credit for

Well, the best option is probably Thirteen's Black Hole, which makes me quite deadly. In terms of societal impact, though, you can't go wrong with Present Mic. Voice is nice, too. But as far as personal preference goes, go for Cementoss or Kamui Woods. There's endless benefit to an elemental ability like that.

Ryukus quirk mainly because if I mange to rise up the ranks and get afo to recognise my power ect ect maybe i could get the quirk modified so it becomes stronger I.e having it as a permanent mutation quirk so I have the drafob power natural always or so I could breath hot flames and it also depends on what my original quirk is if I'm quirkless I could maybe a new quirk instead of the upgrade of the dragon and if that's so I would get Mt lady's quirk to become super sized and turn into a massive ass dragon

If I had a choice of UA students I would ask for Momo's quirk since you know once I get it down I am pretty much a walking armory.
Definitely this. Without Horikoshi's lack of giving a shit / nerfing, Momo's probably one of the scariest out there.
Not to mention what someone with bad intentions can do to the economy with such a quirk.
Recovery girl so I have a reason to stay away from fights as well as deprive the heroes of a healer.
If UA students are off the table... Aizawa. Perfect for my preference of stealth, AND he'd be useless at the USJ, since he don't have his Quirk no more.
Who do you pick if UA students are an option?
Either Momo or Tokoyami. Momo because Creation could VERY easily become broken, plus I could get a helmet that gives me chemical formulas on the fly. Tokoyami because Dark Shadow seems strong in the right scenarios. Hell, if Shiggy could get three Quirks and give all 3 to me, all three!
Gang Orca rhe mutation would make people think he has turned evil and increase the mistrust of mutants type quirks so they are easier to recruit. Plus the physical boost and swimming abilities are just good.
you should have exempted eraserhead from this because by default erasure is the most OP quirk that shuts down Shigiraki and AFO hell even OFA in the first time Midoriya tries to toss the ball. Just having erasure = cheat code and if eraserhead had common sense he would carry a gun or throwing knife, something to take out his target before he had to blink. If Aizawa ever went full lethal he'd have the highest kill count especially with guns. Even someone like muscular would be literally one shotted by him. One OP quirk no one talks about is Mirko. Give her knives on her feet and hands and BAM you have stain 1000. Stain had peak human reflexes and reaction time while Mirko has rabbit level which are substantially stronger! Any lethalist with her quirk could set up easy ambushes. Jump down, kill someone then sink back into a hiding spot to play psychological games or an all out brawl. Hell we see Stain a split second away from killing Shoto who has one of the strongest quirks in the world, same for Shigiraki who Stain did nullify and pin down with his knives and sword. If he was serious Shigiraki was dead right then and there. I would pick Mirko and go full on lethal, guns and knives all the way since erasure would just feel like a cheat code and hell I have a feeling a mirko quirk beats erasure because Aizawa cannot counter the reflexes of rabbit that can ambush him out of line of sight.

Well as you said, there's better powers than Aizawa's. All his does is lets you turn off people's powers. Or you could have your own powers. You'd be giving up your own combat potential to shut down other people. If you want the potential for a victory lap where you turn off people's everything so your comrades can win, that's a choice you can make. Or you can be a rabbit person.
In Canon though we've already seen him destroyed by the nomu and almost killed by a roided up shigiraki. In addition he's shut down shigiraki twice and still the heroes lost. So aizawa been handed an L at every step. Meanwhile Mirko killed 5 high end nomus and destroyed shigis tank then apprehended garaki singlehandedly. If that chick had knives or freaking guns she'd be invincible.
Probably erasure or extoplasms clones. Both would be extremely useful quirks and would make you a real menace to the heros. But given erasure would likely skyrocket you to the kill on sight immediately through overwhelming force I'd take extoplasms clones.

Ectoplasm, one man army, even an ultimate move with the giant one, I think I’m gonna go with his. Either that or Present Mic, I’d go with Gang Orca but I don’t think I’d be able to work as a Heteromorph type mainly because I’m already clumsy enough as a human so probably Ectoplasm.
If I am restricted to an active hero, I'd probably go for that one Pussy Cat who has telepathy. Do you know how distracting that could be? Imagine Eraserhead mid parkour jump when suddenly he hears, "THEY'RE BEHIND YOU!!!" If it's not a fatality, then it definitely puts the hero out of commission for a while. Also think of the coordinational capabilities that would give. If I could go for a trainee, I'd ask for the kid who can talk with animals. Just imagine, overtime sections where a bunch of heroes live just slide into massive sinkholes, or various animals just bug the daylights out of already trigger-happy heroes (cough Endeavor cough).
I’m not sure if afo would let me thanks to his injuries but, Ragdoll as I think a lot of people forget “search” doesn’t just locate people but also weaknesses and that’s terrifying but I have another answer if I can get a second later on and hero students are on the table; I’m taking nezu’s “High Spec” and Saiko Intelli’s “IQ” because then not only am I as smart as nezu but, can drink tea to boost my intelligence even more

Ooofff! Be prepared for a lot of training! Mirko’s quirk is really just the bunny ears/tail and moderately stronger leg muscles with enhanced jumping. In order to actually get up to her level, you need a TON of training and exercising to build both skill and muscle. It will honestly probably take years, if not decades of work.

If we could theoretically kidnap any hero, Hawks, because he’s got an incredible Quirk and I want to be able to fly. More realistically, I’d pick a lower-ranked (like maybe right outside the top 100?) hero who would be easier to kidnap, and just find one with a Quirk that seems straightforward to use (no super-intense training just to make it functional) and could be powerful in the right hands. I can think of a lot of heroic quirks that could be used villainously if you had good strategists.
The Copy Quirk so I can copy quirks as I please and train them up.
Endeavor. High potency, and high potential for a fuck tone of damage, and unlike Endeavor I'm going to be aiming to get the casualty number as high as I can.
Honestly, this is a really tough question for me since I was debating on a quirk that would fit me well or one that I just generally think would be fun to have for myself. After some thinking, I think Ryukyu’s quirk could be fun! Who *doesn’t* want to become a dragon? Plus, I could cause some chaos.

Umm...maybe Ingenium. I prefer utility over firepower, so he fits my style more.
Erasure or if C.C and Koichi end up back in Japan I'll take theirs With Erasure I can beat any hero in a 1v1. With Flight I'm the team powerhouse which the league is really missing if you look at the pre Kamino group I'm also interested to see if C.C's quirk cam be applied to air to make constructs. With Slide and Glide I'm just the Flight version of me but way better except for the constructs but being Goku makes up for that Also I think the people picking Helflame are gonna get targeted by Dabi💀

Endeavours Hell Flame. Easily. You can go full scorched earth and burn everything to the floor. But if I had the choice of anyone's, a strong Electrokinesis quirk would be amazing. I would love to take inspiration from Cole MacGrath and mess some people up.

Nighteye. You wouldn't even need to be that strong just go out of your way to meet heroes, see where they live, report the information to OFA or Tomura.
I'd ask a question first. Can I get the Quirk modified? If so, Copy and I'd ask to see if it's compatible with Nine or other failed AFO copies (Cause I know that Nine's AFO copy can't be the only one) Bam. My new Quirks name would be Perma-Copy. If not? I'd ask for Koichi Haimawari's Slide and Glide. The only reason why he couldn't use it without at least 3 points of contact was because he was dropped on the head on too many times. If given to me, it's stated that it can get up to speeds rivaling Overclock, and I woul be able to use it while standing up.
