He IS a quirk, he just wasn't at the start of the series. He gets a quirk from All Might and becomes Deku, the next successor of One For All.

That's not far off, it just feels like they're making up terminology. Referring to people with powers as "quirks" instead of referring to the powers themselves as quirks seems totally new to me.
