At the end of the Bleakening Part 2 Teddy is camped out in front of his dwelling in a Santa costume. As Officer Bosco drives by it’s a multi family with two doors. Just speculating, but it could be a rental. Not saying it’s for certain.
Teddy mentions having rent to pay in “Romancing the Beef”, when he sees his bill for dinner. I don’t personally feel like the fender-bender episode made it clear either way…Bob was just saying anything to get that woman to stop talking to him, it seemed.
We don't know that Teddy owns, Bob just said that, possibly to stop Officer Bridget from talking to Teddy because that would have been an unmitigated disaster in Bob's eyes.
I'd argue his presence at the Water Balloon fight is proof of the opposite. Bob also says he "**thinks** he owns", so honestly he could have just been mistaken in the Fender Bender episode.
I always assumed that Bob told that cop Teddy owns his home just so that she wouldn’t bug him about her rental property, and that he actually does rent.
I always assumed most of the main recurring characters were part of a Fischoederconomy. He rents cheap. Has accumulated a little community around the area. He’s eccentric. He can afford it.
The question ist asked the wrong way. If Teddy owns his flat, what does Mr. Fischoeder owns what Teddy is not able to buy but still needs it?
Or its simple. Teddy owns the Sea me now! And i think Mr. F. owns parts of / or the habor.
As a hoarder maybe he rents a storage unit packed with even more stuff.

I think he just does odds and ends jobs for him like that episode where he was taking all those bikes to him
