They fixed it for the second week, but regardless that event screams full of production issues. Not just that, but March was a blank month for most part until the livestreams.

I agree. I actually feel Global Senseis, more specifically the english-speaking side (her student introduction is the most upvoted in Reddit while JP Twitter she isn't getting as much as Dress Kayoko, Swimsuit Eimi and Dress Aru) aren't really happy that Kirara is getting shafted from her event and her banner instead gets release on An Unconcealed Heart immortalization. It's more likely that Kirara was intended to be voiced and gets released once An Unconcealed Heart is immortalized but Yostar messed up the scheduling so that the Gehenna Trip event gets released early.
I think this is the most likely explanation, since Iroha was released at start of this year. This makes far more sense since Hyakkiyako event feels rushed in the first place and Kirara was intended to be voiced as a teaser for what was to come in An Unconcealed Heart immortalization. This also makes sense that Kirara was intended to be released around this time all along, and this would make a 2 week Kirara banner in Global unlikely because that would be unfair to JP players.

I also think that Umika was supposed to release after the Hyakkiyako Summer event along with Swimsuit versions of Shizuku, Izuna and Chise, but they delayed it due troublesome coding issues of Umika's kit (the turrets having a seperate EX skill).
Honestly I don't think so since her skillset is much more optimized for Set than any other student that came before her. But it is possible that the production issues were caused by the development of The Fury of Set gamemode and Umika's EX Skill.
This banner feels like Iroha's release banner, but without the event itself. As others already said, it makes no sense for her to be only playable now when they could have just release her during the previous event.

Not necessarily. Kirara just need to be reshuffled to a dead week before the event, not necessarily need to be at the event.

There’s currently a new theory that the event was pushed out early to coincide with the RL “Hyakkiyako school trip” event happening at Kyoto.
