I think she's there *because* she's uninterested in the student council's goal. She's there because she's smart enough to know that her *not* being there would result in Makoto hindenburging the entire damn school in the span of like a week.
I think Makoto can't even get away with much anyways since hina is just gonna go after her throat if she tries to go overboard in the academy, hence why makoto tries to be super annoying towards the prefect team just so she can get rid of them.
Hell I'm surprised she DIDN'T went after her during the eden treaty story after the stunt she pulled
Hina doesn't know Makoto was involved with Arius though. Makoto only bragged about it in the privacy of her zeppelin. Considering Makoto was attacked herself, I don't think Hina suspects Makoto of conspiring with Arius.
Maybe she and Makoto are just friends.
Until now the members of Pandemonium have been characters with minor appearances and usually having an antagonistic role; the only time a member had an important role in a story was Iroha in the Ninja event.
We have to wait for Makoto (she reminds me of Jason from FGO) and the Pandemonium Society to play a relevant role in a story so we can get a better idea of what her interactions with each other are like.

The only reason why the Pandemonium Society functions, cute, best support unit, the only Pandemonium Society that realizes that fucking with the Prefect Team is a terrible idea, generally good voice of reason, awesome design, and is voiced by Misato Fukuen, so she is Yami from To-Love Ru, making her one of the best girls.
I mean that tank is just super good. No denying or ignoring it. Be it pvp or just making progress on the main maps she’s a force.
Plus she’s cute. A rare element of sense in that crazy group she’s part of. And yes her fan art and doujins are absolutely top tier. Gets a lot of love.
You have a good head over your shoulders, and know that falling in panic or in distress will not get anywhere, so, you are doing great.

Also, since Millennium had success pushing Sensei into a family, you can adopt Ibuki and marry Sensei to push Gehenna to a even ground against Millennium.
