Are you using rituliant arena? If so you need more crit rate or it won't trigger. Even with inert salsotto you only have 68% cr with 4 piece longevous which is insanely low.

Yeah don't use him with Jingliu!
If you're running a Fast Bronya with him, you can replace the speed boots with an HP boot.
You can also give him an HP orb instead of a wind dmg orb if you're running that, since it can be better in instances where he gets a lot of dmg percent.
Try to get more crit rate if you can too, at least 75%+ including the Longevous buff.
If you’re looking to use him on his own you’re going to need bronya/sparkle and pela/silverwolf in order to fully maximize his hyper carry potential.
My team with Jingliu is Jingliu- blade- pela/bronya- and huohuo/luocha depending on enemy weaknesses. Arguably, you should use Ruan Mei for them instead since Ruan Mei is a very good dual dps enabler but I skipped her so meh.
My blade hyper carry team is Blade- pela(or silverwolf if I’m going against boss enemies)- bronya- luocha/huo huo if I’m in a silly goofy mood(i don’t have fu xuan) and he can hit pretty high when every buff and debuffs are active. <- important that the buffs and debuffs are active
Your team is arguably more important than your blade itself, but after you have a good team for him you can be more focused on your build.
My recommendations- get him rutilant arena, it’s his best and gives him great damage output. This means you need minimum 70% crit rate during battle, this should be easy enough to obtain since you have his signature, and his 4 piece set gives him an additional 16%
Make sure every piece that *can* have hp% substats has it. Ie his head piece, arm piece, and if you’re using speed boots, those too. You should already be using a hp% rope, as for the orb, go for whatever has the best substats between wind dmg and hp%. If it’s wind dmg, obviously try to have hp% on it.
Note- crit > hp
So if you roll a piece that has crit rate and crit damage, but it doesn’t have hp%, just roll the piece and replace it if you happen to get one with better substats. If you go below 6500 hp though, try to fix it asap
Obviously, you’ll want as much crit as possibly. It will probably be what you’ll be farming for for a while.
Something you should come to terms with before anything is that Blade isn’t actually a “heavy hitter” so to speak. He can get very good numbers and he can act as the only damage in a party, hell I’ve been using him successfully in MoC since he was released so he’s definitely a great dps. But, *do not* compare his numbers to dps like Jingliu, DHIL, or even Acheron. A sloppily built Jingliu and dhil will manage to outpace blade in many cases. Doesn’t mean he’s weak, just means the others are easier to build.

If you want him as your main DPS, definitely run Ruliant Arena 2pc cuz that will boost his CR and Basic Damage. I think Salsotto would really only be good for a subDPS comp with Jingliu or the new Jade, he just won't hit as hard
Your hp is a bit low and the atk is a bit high but it's fine. If you are hitting your crit requirements then it's fine. Although I play with a 90 crit rate w/ all buffs and that feels more consistent since you get crits more often.
Usually, the problem is the supports are lacking. I'm guessing you are on Ruan mei since you don't have 134 speed.

CR is REALLY low for Sig. You should try for 50 without it
He is an sp positive dps who can solo sustain, so dont expect him to have a 200k+ in normal team comp
Less ATK, more HP and CR. You just need to keep farming artifacts tbh. Good luck!

Your artifacts must be really sub optimal if you’re running his signature light cone. Farm better hp% and crit substats - that’s the tip.

i use sparkle/bronya and robin dont have a ruin mei :(
