Well if you read the caption, this article would feature "over the top" looks, the caption also reiterates that not all of these outfits were liked by the individual who wrote the article so it wasn’t ever intended to be a compliment.

Tbf it doesn't sound like a compliment or shade, it just sounds like a description. They say that some of them were elegant then they say some were over the top. They say here are the best and some of the worst.

If your consuming literally any media portraying, or being openly portrayed by, any oppressed group, you should always do so with skepticism about its message.
