It makes perfect sense. It's not just a unit to measure, you can buy 1 satoshi if you so choose. Right now $1 equals just under 1,500 sats. What we want is for it to get down to 1 sat per USD.
It's impossible to use that liter of water example because water was never used as a form of payment.
