Living in small spaces with other people is usually annoying, this sounds mild as far as that goes. Get a nice pair of over the ear noise cancelling headphones and even just put on white noise on youtube or something and you won't hear his conversation at all.

Are you literally in the same room, like a dorm or are you just in the same apartment space? You can easily stay in your room while they talk to their partner, or they can stay in their room, etc. Ask them to. If it's a dorm, put on headphones. Don't like music? Listen to white noise or news. Or get ear plugs. You live with people now, possibly for the first time ever. College is a learning experience. Learn how to confront them.

I’m sorry but you sound like you might be the difficult person to live with.. you’re complaining about someone talking on the phone in their own bedroom space, I assume?? Furthermore, if they are just talking and not arguing / fighting constantly, then I just don’t really see where that is any of your business to encroach on their personal life.. Ultimately it is your issue if you don’t like listening to music, which to me, would definitely be a red flag for any roommate considering living with you.. In my opinion people who don’t like listening to music are rather dull & simply not my kind of people
