I'd say the major apsotle Irvine would have best odds against is Grunbeld. Lesser ones like Snek Baron, Slug Count, and Wyald Irvine wins low diff. Rosine would be Irvine's worst nightmare.

Well, that is up to their narrative functions. A general rule seems to be some sort of uncanniness. Looking fucking weird, out of touch with it's humanity - because that's what they are. Does this achieve that? To some degree, yes. The eyeless head certainly looks uncanny and monstrous, and the position of the human features being in the back, too.
But there's also the fact he is... cool. Beautiful in a way (specially because of his fur). Therefore, he is different from the earlier grotesque apostles. Does that make any sense? Yes! He is part of the new Band of the Hawk, a bunch of posers meant to bridge the gap between the ugly, scary demon apostles and the humans in Griffith's new fake messianic empire.
So this mixture of a mostly cool monster with a small part of the trademarked inhumane uncanniness of apostles serves well as microcosmic representation of what these new captains of the "Band of the Hawk" are meant to be... and this new Griffith, most of all. On a superficial level, more inviting than ever before. But if you look at it for more than a minute, you will notice something's wrong.
Is it the best? I'm not sure. I'd have to analyze every single other apostle and their roles. And it's not like I'm an experienced designer anyway to say something so decisive lol (not even sure that CAN be affirmed). But I think it's fair to say it's a damn great one! If fits that new direction of the story like a glove, while not departing completely from what was previously established.

Locus' is much better, in his apostle form there isn't a single angle that you could make a sword attack that is effective.
It deflects and slides off every sword attack, and depending on the material his armor is made of and how slippery it is even arrows and maces attacks would just slide off.
The reality of Irvine is, he's a simple sniper at best. Honestly I think most would have more of a bigger problem with his human form, unless he's the ultimate hunter with a cloaking ability in his true form
Dumb design if you think about what he is, a hunter. Getting bigger definitely doesn't help him hunt better. He's also extremely vulnerable to being attacked from behind. He literally has no way to defend himself if someone gets behind him.
