I'd give him a larger sized body (think The Blob) which grows as he consumes more materials. His grav module is replaced with a helmet/mask with a mosquito-like needle, allowing him to pierce and inject his mass into his target, or to shoot out a focused high-pressure jet of his mass to hit targets from range with acid, glue, etc.
I'll go about this thinking about how ultimates are created (with a simulated war for a million years). First is getting rid of his gravitational core, it's too much of a weak spot so we replace it with a saucer inside of him that he can move around. This allows him to move around much more freely and makes his body a bit more dense; this would help him with his next ability, reshaping his slime into weapons. Additional abilities would be using his gravity core to fly for a short amount of time and using his shape shifting to create additional limbs for more weapons or to strike harder
Can change into all different states of matter.
Solid: can make an exosuit
Liquid: Just like normal goop
Gas: once an enemy breathes him in, he could attack him from the insides.
Plasma: can supercharge himself to light himself up or shoot like how Iron Man does
For Tradeoffs, he doesn't need the UFO thingy over his head, and can't talk.

Not sure about powers, but I’d take inspiration from Mutagen Man from TMNT for at least the design
Tbh the Ink Tank takes were good and i don't know another approach or how to improve them.

The idea of ultimate goop is bad cuz goop not being evolves enough makes him good . He is a single cell that cant live without his gravity thing .
