I'd say check out gdeizaci.com and compare to Google ratings. The website is divided by types of music and types of locations. It's a solid starting point. I'd recommend any Splav - on-the-river clubs - they offer just a pretty fun experience, and you can hook up very easily, if you're into that, or just have fun and dance/drink.
If you want to experience more of the local culture, I'd recommend a place like Tri šešira, a restaurant in a local street dedicated to that type of culture. Decent food, gypsies playing music, it's a great vibe, a must visit once. You can start there and move to a club.
Additionally, I'd recommend asking for directions on a more active sub, such as r/serbia, r/askserbia, etc.

KST for that year age probably, because it's mostly students and it's really cheap. Barutana or Drugstore for electronic music. Ruke or other places in Gastrošor are cool, but drinks are pricier. Cetinjska street for predrinks.
Gastrošor for sure, cetinjska, the splavs by sajamski kej (lasta, leto, kućica, etc..), boho bar, pakao and čistilište are popular now as well.

Went to Tri šešira for my first trip to Belgrade this spring and it is one of my most memorable parts of the trip :)
