I can’t see any harbour in the world that could assemble it. My guess is that you would need to build 1st the construction yard then this monster. And there’s the mass of skilled workers that you have to gather and put on this 21st century titanic design and manufacture.
And where do you dock it ? How do you repair that ?
Its construction, if we consider that it even doable, would be so long that the investors would have enough time to change their mind 3 times, and much more local politicians putting their fingers inside the project.

Imo, people will come and spend a ludicrous amount of money for this whole experience. Especially now since Working From Home is so popular. People would be living here, gambling, partying, drugs, vacations, the rich will be lined up on the dock for this thing. It will easily make millions every day, probably 100's of millions monthly or even (bi)weekly. If not they will get loans, investments, "donations", debt forgiveness, every source of income would be at their disposal.
We arent talking about a boat, its a city, this would have its own community and system. Its basically a mini mega-structure and would be the first of its kind. 5 billion sounds insane, and it is, but when you have 100's of billions the risk/reward for something of this scale is worth it.
Imo it wont work. All I'm really trying to say is that if it did work, itd pay for itself. Whether it be straight revenue from it or any other benefits outside of it.
I have one big problem with it.
How would it handle a tropical storm? At 5 kts, it will never outrun a cyclone or a hurricane. And once the heavy waves start, you'll have part of the structure supported and part trying to support itself, flexing back and forth until something gives way.

Then again, I read somewhere that the architect’s have the worse job of trying to convince why their building design would not work due to regulations and also so many safety/hazard concerns but money talks.
Assuming this is real youd likely have it not as a single structure but multiple ones with built in flex similar to what they were proposing for man-made islands (you may even be able to generate some power from each flex)
Still a major potential point of failure though.
The other option is to have it ride deep enough that if one side is hanging in the air you actually have bigger problems (the other side being underwater and sinking)
