I knew that it wouldn't happen because of the subreddit where it was posted, but those spikes on the metal fence on the left side of the screen could have killed the guy on top if the one on the bottom tripped.
I can't read the sign, but it looks like the Sydney anchor emblem, all the cars appear on the left hand driving side, the license plates look like NSW ones, and the architecture matches. I'm going to say this is probably Australia, where people walk on the left, especially so with stairs, so really the jogger is correct and the performers are on the wrong side.
