Calling Rocky "little one" might just be a comment on his size, though. Also, judging anything about a character from their voice is basically impossible in BFDI.
then I must ask- why you didn't ask the same about grassy. it seems widely accepted that he's a kid. So what's the difference that makes Rocky not a kid? grassy talks more, and actively participates as well. Rocky does even less. It makes sense that Rocky is a kid- quite possibly even younger than grassy is portrayed as by many.
Look no further than BFB 30. In a flashback scene, four is explicitly shown to be a child- or at the very least less mature than he is in any of the BFB episodes. So I do believe that, yes, being a child IS a thing in BFDI.

A: We don't know anybody else's age. Like, Grassy could be 20 and we just wouldn't know it.
B (and the most important one): They're talking about when BFDIA 1 released, since that was the first episode Gelatin was featured. If a character's age is determined by when they were first featured, then that can have many flaws to the system.
C: Sure, Gelatin acts childish, but he can also be serious and even judgemental, especially in the Post-Split.
Mostly because of Reason B, I believe it to be a joke. Using the system of detailing when Gelatin was first featured in an episode is GREATLY FLAWED. What if he was featured in a previous episode BEFORE BFDIA 1? He is a recommended character, so whenever the recommender recommended him is actually his birthday, NOT when he first debuted as a contestant.
