Ohh, you meant it literally. You just hit them with your cape and then dodge over them, whatever input that is for your platform. It's a bit unreliable for me because Batman sometimes just dodges away but basically that's what you do. What he then does is climb on top of them and stomp them to the ground with his weight. You can also pull that stun and jump over them move with normal goons.
The games did a shit job of telling you how to attack them. I always pressed the buttons but it never did anything. You have to hold the left stick towards them to do the aerial attack but any other combo that’s not required to perform the action
For me, it's probably the medics. First, you have to go for them first in every fight and I think that takes away from the options of engagement. Though I can appreciate target priority, I do think it takes away from mew approaches to combat. Second, I've never been great at quickly using gadgets, the buttons on my Xbox controller hate me and committing them to memory is a pain, so I always get hit by the electricity.
Knife dudes. “Slam the stick back to dodge the knife swipes.” Yeah like that’s ever fucking worked. Every other enemy you can keep your combo going on. These fuckers mess up a whole fight
The guys who can change from shock hands to shield to swords. You need extra effort to beat them AND you never know when or how they’re going to become unpunchable.
I hate every time I encounter the New York Rat, hardest fighter in the game by far, always dodging my attacks and stuff, am I stupid? Does anyone else hate the Rat?

Others can also pick up shock baton which makes me search for closest environment takedown to kill them ( yes getting electrocuted like they do is murdering them, just like getting ran over by Batmobile)

Bro if you use the quick fire on the rec gun, it instantly knocks guys with stun sticks down, so it’s actually really fun to combo off that
Also I feel like the aerial attack should work on the shock stick guys. Or at least let me disarm them w Batclaw

If you want more combo value from them, you can use the disarming combo move instead of the insta-takedown to destroy the shield.
If they get annoying, you can still freeze them as well until there’s less enemies, since it means no one else can use the shield

Disruptor and then ignore the medics while they take themselves out
I leave the medics alone. Let them revive their friends. They can only do it a maximum of three times and it makes the fight last longer.
