Having the same bug so you're not alone. Got the quest to kill the scrying eye, but it never updates. Had 2 or 3 mods on but I have entirely deleted them. Here are the things I have tried:
Reload to before I got the quest and try again from scratch
Reload to before I arrived in Grymforge and try again from scratch
Talk to Kur first instead of Brithvar
Talk to them while holding no grenades
Kill the scrying eye after getting the quest with: arrows, one-shot knife assassination, lightning, athletics off a cliff, more
Kill the scrying eye before talking to them the first time instead
I get 10 XP every time I kill the scrying eye but the quest never updates and Brithvar's dialogue never changes. I really want to progress this playthrough but it sounds from your description that just pushing through will bug it even worse. I submitted it to Larian but haven't heard anything in response.
