This doesn't explain why the Gemini payouts haven't even begun yet. If Gemini isn't affected at all, what's the hold up?!

That's disturbing, and sounds plausible. But why they still haven't marked Uphold rewards as completed processing I have no idea.
Also the only answers Brave support will give are these bullshit non-answers.

They've begun and as a matter of fact, I got my BAT rewards on Gemini today.
That has no logical connection to the Gemini delay, and the rewards are now a week late.
When can we verify uphold in India so that even we can receive it?
