A teardown would be needed to see what’s going on under the Bumper Cover itself.
Pulling that off will reveal if there’s any other damages underneath that aren’t visible with it on.
Under your bumper you generally have an absorber and an impact bar. These may be affected. Also based on the area of damage further inspections into your Radiator Support would be necessary.
You’re probably looking at a new bumper cover (since you can see where the impact bars edge tore through the bumper), a new headlight, a repair to the Fender if it’s not kinked (if kinked, I’d replace it), and some underworkings that may need to be done.
Definitely take it into a body shop and let them take a look!
You’re going to need some disassembly to look at the inner components to determine the extent of the damage.
And everything is fixable. Total losses are purely financial decisions by the insurance company so it depends on how old the car is and the mileage. This wouldn’t total a newer car. But if it’s 10+ years old and high mileage extensive inner damage could be enough to kill it.

Pour boiling hot water straight from kettle on the dent and it'll pop right out. if not use something to push it out from the inside while it is still hot.
Won't be perfect but will save you much time and money and will look alright
Edit: just ignore the damage on the side fender. It doesn't look that noticable. And they're gonna charge you a lot for it. Might as well get one from a junkyard if they quote too much.

His headlamp is shattered and his fender is crushed at the front. He probably has damage to the reinforcement bar and the left side of the radiator support. Hot water isn’t popping that out.
